History was made on Capitol Hill yesterday, July 25, 2012, when both Secretary of Defense Leon Panetta and Secretary of Veterans Affairs Eric Shinseki testified together at a Joint Armed Services and Veterans Affairs Committee hearing. ??The hearing, which had very good congressional attendance, was entitled, ?Back from the Battlefield: DoD and VA Collaboration to Assist Service Members Returning to Civilian Life? and was standing room only, in fact, yours truly was one of only seven members of the public who managed to get a seat in the actual hearing room.

Overall, the message put out by both secretaries was positive and there was a definite emphasis on their new working relationship, which they hope will lead to an integrated military and veteran support system.?

?This hearing comes at a very important time for our nation and for collaboration between our two departments,? Panetta told legislators.? In speaking about our newest veterans he said,? ?They have fought and died to protect this country, and we need to fight to protect them.?

While Secretary Panetta acknowledged the new and improved working relationship between the two largest bureaucracies within the federal government, he also admitted that much more needs to be done.

Secretary Panetta closed his testimony by acknowledging that what our veterans need is a seamless support system, ?so they can put their lives back together, pursue their goals, give back to their communities, and strengthen our nation in new ways.?

Secretary Shinseki opened his remarks by listing VA?s five priority areas:

1.? The new and improved version of the T.A.P. Program, the Transition GPS Program, which was announced the President on July 23, 2012;

2.? The development of a single, integrated disability evaluation system to help speed up the disability claims processing system;

3.? The development of electronic health records ?to assist in a seamless transition between DoD and VA health care systems.? The Secretary?s target date for completion is currently 2017;

4.? Mental and behavioral health issues continue to be high priority concerns for both the DoD and VA.? Secretary Shinseki indicated that their departments are planning an across-the-services review of PTS and TBI injury identification and treatment.? The review is expected to be completed in 18 months.

5.? The departments are working jointly on the issue of military suicide prevention, including promoting a culture which is not prejudicial against anyone seeking any form of mental health assistance, improving access to both mental and behavioral health care, emphasizing mental fitness, as well as working with internal and external partners to better understand the issue of suicide.

Oakland police radios failed during Obama visit

OAKLAND, Calif. (AP) ? This city's year-old $18 million police radio system failed repeatedly during President Barack Obama's visit to Oakland on Monday and during protests surrounding it.

Many of the 100 police officers assigned to presidential security duty that day were unable at times to communicate through their radios with police dispatchers, and even with each other, during the president's fundraiser at a downtown theater, according to the head of the city's police union.

At one point, officers couldn't reach dispatchers for about 30 minutes, said Barry Donelan, president of the Oakland Police Officers Association. Another time, some officers reported that the radios failed altogether shortly after the president departed and some protesters began blocking downtown streets.

"It doesn't work, that's the bottom line. Our officers have absolutely no confidence with this current radio system," Donelan told The Associated Press on Thursday. "It puts my officers and the citizens they serve in serious jeopardy because of its unreliability."

City officials said Thursday that while some officers experienced some "intermittent" transmission problems, there never was a complete system shutdown and officers were able to communicate with each other.

"There was never a complete failure," said Police Chief Howard Jordan, who said he used the radio system on Monday.

The radio system that began operating in June 2011 was supposed to be a needed upgrade from the previous analog network reputed to have numerous dead zones in some of the most dangerous parts of town.

But the P25 digital system has been even more troublesome, plagued by breakdowns and dead spots that have left officers' vulnerable to blackouts across Oakland and even in many commercial buildings, including the basement of the downtown police headquarters.

The radio system manufacturer, Harris Corp. of Melbourne, Fla., did not immediately return a phone message and email seeking comment Thursday.

An independent report commissioned by City Administrator Deanna Santana's office released last week said the new system needs numerous improvements due to "poor reception, unclear audio and speaker problems."

Santana said Thursday that the urgency to fix the system was prevalent long before Obama's visit.

"Clearly there are some issues for us to address," Santana said. "The urgency is always been one of the issues that's been front and center."

Calls to the U.S. Secret Service to inquire if they were aware about the radio issues were not immediately returned Thursday.

Donelan said the radio problem, which averages about 500 glitches a month, is another setback in a department that has seen a 30 percent reduction in officers since 2010 and a 20 percent spike in violent crime this year.

"Our officers don't know when or where it's going to work a regular basis," Donelan said. "The failure becomes magnified when the president of the United States is here, but how about the on-duty officer is confronted with an armed suspect, needs some backup and his radio doesn't work? ... That puts the lives of everyone connected in jeopardy."

Monday's radio problems were caused by a cooling unit failure on a transmission tower in the Oakland Hills, police and city officials say. It was repaired Tuesday.

Oakland had fast-tracked the new system instead of joining a regional network of 40 agencies in Alameda and neighboring Contra Costa County that could provide a larger and more reliable service.

Bill McCammon, executive director of the East Bay Regional Communications system, said Oakland city officials contacted him after Monday's problems to learn more about the multicounty collaborative.

McCammon said he understands why the city might not want to ditch a radio system that cost millions of dollars, most of it federal grant money.

"We built and designed a system to include (Oakland) and we've been working with them before some of these things happened," said McCammon. "Clearly there's a sense of frustration on many levels with their system. But I believe that we have a much more reliable system with better coverage, and it may be more cost effective than just standing alone."

Santana said that the city has to figure out what within the city's current radio system could be preserved and what could be replaced or enhanced by joining the regional system.

"There are various options," Santana said. "We're looking at all options available to address improved performance."

Jordan said he wants a reliable system for the city's first responders.

"We want a system that works when we use it all of the time, and especially in times when it's critical incidents both for police and fire," Jordan said.

Apple and Google duking it out over Kodak patents

Kodak filed for?Chapter 11?bankruptcy?protection in January and Apple?s been attempting?to transfer its patent dispute with the imaging company out of bankruptcy court ever since, but to no avail. As Kodak now looks to sell off a trove of 1,100 patents related to digital cameras, smartphones and tablets, bidders are lining up, including the usual suspects, technology giants Apple and Google?

According to The Wall Street Journal, tech giants?Apple and Microsoft plus?patent-aggregation firm?Intellectual Ventures Management are teaming to form one bidding group. The other group includes Google, Samsung, LG, HTC, TW and another patent aggregation firm, RPX.

A confidential naked auction is set for August 8.

The patents are being sold in two lots: the digital-capture portfolio related to capturing and processing images on cameras, smartphones and tablets; and the Kodak Imaging Systems and Services patents related to storing and analyzing images, among other things.

The patents represent valuable intellectual property that the Rochester, New York company?thinks is worth as much as $2.6 billion, but it remains to be seen whether suitors are willing to pay up that much. Kodak has made?more than $3 billion off these patents since 2001.

Apple?s legal dispute with Kodak stems from their work on the QuickTake consumer digital cameras that were produced by Kodak and sold under the Apple label in 1994. The QuickTake lineup?was marketed for three years before being discontinued in 1997.

The QuickTake 100, seen below, was?one of the first consumer digital camera lines. It?lacked autofocus and zoom and worked only with Macintosh computers. On the plus side, it had a built-in flash and digital display and could take between eight and 32 photos.

Kodak?is now seeking compensation for the use of its?intellectual?property in Apple?s products.

Eastman Kodak in its golden days controlled a whopping 90 percent of the U.S. film market and 85 percent of all camera sales. It however became a victim of its own success in that the company didn?t have the foresight to realize that digital photography would turn the market upside down. Kodak was content with lingering to its analogue technology until it was too late.

Should the Apple-led group prevail, the iPhone maker could step up its legal fight against Android backers by asserting digital capture-related patents, especially given notable advancements Apple?s made with the iPhone 4/4S camera.

And what will happen if Google and Co. get gold of these patents?

When was the last time you completely believed what a marketer told you on mass media platforms like the television, radio, newspaper, or even an email? And if you did believe, did you not spend time researching on the internet for reviews or asking your acquaintances for their opinions before you made any decision to purchase?

Mass media is a relic of the industrial era when companies used largely generic advertising strategies that they hoped would reach their target customers. They had no means of driving their marketing methods to specifically reach their intended targets, so they spread their nets over as wide a market as they could.

Finding qualified sales leads using mass media marketing nowadays is an almost futile effort. Not only is the method of measuring the reach of your marketing strategies extremely difficult and complicated, but the cost of marketing to thousands of people in various places just to reach a handful of potential leads is extremely expensive. Furthermore, those potential leads are not even all verified quality sales leads. Westborough ? Many of us take for granted being together with our siblings, but children in families separated by foster care may not have the opportunity to do simple activities together, such as reading bedtime stories at night, sharing meals, cheering for each other at school functions, or sharing precious holidays ? things that typical siblings get to do regularly. Yet, the sibling relationship can be one of the longest and most important relationships in life. This is especially true for children who are removed from their families because of abuse or neglect. In many instances, a brother or sister might literally be the only constant relationship in a child?s life.

Last summer, four young women from Westborough Girl Scout Troop 30635 earned their Silver Award by completing service projects to help Sibling Connections with their annual Camp To Belong. Sibling Connections reunites brothers and sisters who have been separated by their placement in foster care. They provide year-round reunion opportunities for separated siblings, including Camp To Belong, which makes it possible for siblings to create special memories while they spend an amazing week together at a camp in the Berkshires.

Scouts Margaret Baldwin and Erin McCafferty made ?friendship dolls,? each with a pocket on its tummy that said ?Camp To Belong 2011? and provided space to store a photo of a child with his or her siblings. Katherine Nikopoulos and Cassie DiSaia made keepsake boxes, which included pens and paper so that the children could write notes to each other at camp that they would then have with them when they returned to their foster homes. The boxes also contained photos of the siblings together. Each child received a doll and a keepsake box. Katherine and Cassie also prepared a variety of craft and activity kits that kids and counselors could use during the camp. Activities included materials for a trash-bag fashion show, a scavenger hunt list, and homemade play dough.

This year, the girls were asked to help again and have volunteered to collect and prep materials for a craft that the children can do together (making prayer flags or pennants) and to also help decorate for the camp-wide birthday party. To help with these projects, Troop 30635 is reaching out to the community to ask for donations of items that can be used for these activities. Needed are fabric, especially denim (used jeans are welcome) and felt, and craft supplies (fabric scraps, ribbon, yarn, buttons, fabric paint, any type of embellishment). For the party, the group is looking for streamers and sparkly stars or shapes for hanging around the room. Also needed are costumes or outfits that the kids can dress up in for special family pictures.

If you have items you?ve wanted to get rid of, this is a great way to put those items to good use. Collection boxes can be found in the Westborough Public Library, 55 West Main St., at the top of the stairwell near the copy machine and on the 2nd floor of the Forbes Municipal Building, 45 West Main St., outside the Youth and Family Services office (Room 21). Arrangements can also be made to have the items picked up.

5? years for Ore. woman who got $2.1M bogus refund

SALEM, Ore. (AP) ? A 25-year-old woman who duped the state of Oregon into giving her a $2.1 million tax refund pleaded guilty Tuesday and was sentenced to 5 1/2 years in prison.

Krystle Marie Reyes, of Salem, entered guilty pleas to one felony count of tax evasion and three counts of felony fraud. She had faced eight felony charges.

Reyes' court-appointed lawyer, Gale Rieder, said her client faced "overwhelming" evidence, The Oregonian reported (http://is.gd/hiVixm ).

Rieder said her client "wanted to take responsibility for what she'd done."

"She's remorseful and saddened by the impact on her family," the lawyer said. "She has no criminal history."

The woman received the refund on a debit card and spent about $150,000 before twice reporting the card lost or stolen. At that point the ruse was discovered. The state has recovered about $1.9 million of the money.

An Oregon Department of Revenue spokesman said Tuesday that the findings of an internal agency audit would be released Wednesday.

Reyes filed an electronic tax return in late January via Turbo Tax, erroneously reporting earnings of more than $3 million, authorities have said. Her request for a $2.1 million refund was initially red-flagged by an automated system.

The Oregonian quoted from a 24-page search warrant affidavit regarding what happened next.

The return was set aside for review by processing staff and managers for potential fraud. But "some time later," the affidavit said, a Revenue employee overrode the flagged payment and the refund was issued.

By policy, three agency employees are required to verify the override, the newspaper said. However, according to the affidavit, no one responsible for reviewing the return opened the file to look at it or looked at the W-2 form Reyes filed.

Reyes previously worked at retirement facilities or senior care homes and reported income of less than $15,000 per year in 2009 and 2010, records show.

Before her June 6 arrest, Reyes' spending spree included about $1,800 in cash to buy a 1999 Dodge Caravan and spending $851 on tires and wheels.

The affidavit says other purchases included a queen-sized air mattress, a deep fryer, an air conditioner and a cream and gray floral rug. She bought a sofa and recliner with brown leather trim.

Andrew Campbell, a senior assistant state attorney general who filed the charges against Reyes, declined to comment on Tuesday's plea deal.

Baby Boomers and Students Represent New Real Estate ...

Two key demographics in housing are facing some challenges, but both present huge opportunities for agents.

Every week, it seems new analysts and business firms jump on the housing recovery bandwagon, calling the bottom for the embattled industry and looking forward to a brighter future.

As housing moves forward, though, there are still some troubled sectors of the industry, and how they respond to the housing recovery will shape how housing changes in the coming years.?A couple of recent studies have highlighted two particularly important segments: the elderly and students.

According to the?American Association of Retired Persons (AARP), older Americans are facing some difficulties with foreclosures and negative equity. A total of 3.5 million individuals who are older than 50 are underwater on their home loans, 625,000 are seriously delinquent and 600,000 are delinquent, the association stated. The seriously delinquent stat was a 456 percent spike from five years ago, and as the AP reported, serious delinquencies have increased at a greater rate for older Americans than younger Americans, a reversal of historical trends.

But it?s also not all sunshine and buttercups for younger Americans as new revelations on student loans have thrusted that topic back into the news cycles. According to MSNBC, private student loans, which swelled to more than $20 billion in 2008, are defaulting at an increasing rate, and currently, $8 billion in private loans, or 850,000 distinct loans, have defaulted. And as we?ve reported before, when students graduate with substantial debts, it can make securing home loans tricky.

Those stats may seems grim, but if the last few years have taught us anything, it?s that we need to look at those numbers not as reminders of a tough market, but as opportunities for new, innovative approaches to a changing marketplace.

An excellent piece on The Commercial Appeal, for instance, highlighted many of the changes currently taking place in real estate, changes that sync rather perfectly with the data we just cited. A few examples:

• Between 1990 and 2010, baby boomers accounted for 80 percent of new-home demand, and the trend was always for larger, more expensive homes.

When Windows shuts itself down, it briefly shows a screen which simply says, "Windows must now shut down to prevent equipment failure" or something like that. There's no way they could possibly have all the drivers for all the motherbards or peripherals. Can you imagine? The W8 d/l is something like 3.5 GB. With every driver imbedded, W8 would be, like, 30 GB.
