Spider-Man co-creator talks to Ga. arts school

SAVANNAH, Ga. (AP) ? Before he scripted the first adventures of Spider-Man and the Fantastic Four, a young Stan Lee launched his career in comic books as a lowly sidekick. To hear Lee tell it, the artists he worked for as a teenage assistant in 1940 might as well have dubbed him the Anonymous Eraser-Boy.

"They gave me a big eraser and I had to go over the pages to make sure the pencil marks didn't show," after artists finished their drawings in black ink, Lee said Wednesday as he revealed this to an awe-struck classroom of art students on the Georgia coast. "You guys are actually drawing. I never got past erasing."

It doesn't take a comics geek to know Lee leaped beyond erasing to became the head writer and editor of Marvel Comics in the 1960s, when his collaborations with artists unleashed the Incredible Hulk, the X-Men and Iron Man among a seemingly endless parade of superheroes. Half a century later, at age 89, Lee is arguably comics' biggest superstar. He also remains a font of inspiration to Hollywood ? which finally has the technology to recreate Lee's wildest ideas ? and to a new generation of comic book artists.

It was the movies that brought Lee to Georgia, where Tuesday night he received an award at the Savannah Film Festival. But as "The Amazing Spider-Man" was screened Wednesday, Lee slipped away to hobnob with students at the Savannah College of Art and Design.

"It's not a throne?" Lee quipped as he sat in a plastic chair at the head of a table surrounded by 11 students, each one with broadsheets pages of their works-in-progress, bottles of ink and an iPad.

If Lee himself possessed a superpower, it would be his ability to conquer the generation gap. The young artists he met seem as familiar with Lee as they are with his costumed heroes.

"You see Stan Lee and everyone knows who he is," said art student Dan Glasl. "Every kid has this part of their life where they're this awkward, geeky sort of kid. And Spider-Man is the character every kid can put themselves into."

Quizzed about the early days at Marvel and the source of his ideas, Lee's answers were rarely glamorous. At parties, Lee said, he would often tell people he was a writer ? or a magazine writer if they pushed for details. And like Spider-Man, who after battling Doctor Octopus would resume worrying about how to pay Aunt May's bills, Lee said making a living was always a chief concern.

"We just hoped that a book we were drawing would sell so we could keep our jobs and pay the rent," he said. "We never for one minute thought there would be schools where they teach this."

Lee kept things light and lively, generously pouring over pages of students' art and heaping praise on them. "Oh, man, that's all we need is a lot more competition." When the talk turned to digital comics created for tablets and smartphones he groaned, "Boy, do I feel like a caveman."

Lee caught 25-year-old student Jen Hickman off guard when he appeared in the door of a room where she was drawing in her Halloween costume. She came to school dressed as a certain bat-eared, caped crusader who belongs to Marvel's biggest competitor, DC Comics.

"You're a Batman fan, obviously," Lee told Hickman. "I'm not talking to you."

Lee and his handlers left just before classes ended.

Students clutching backpacks rushed to the door. "Is Stan outside? Is he standing outside?" Then they ran outside to wave at the tinted windows of the shuttle bus taking Lee to his next stop.

Anthony Fisher, who heads the Savannah art college's sequential art department, said he suspects his students relate both to the timelessness of Lee's comic book characters and to the creator's bottomless enthusiasm. Though Lee turns 90 this December, he still heads up POW! Entertainment ? a company that creates characters ready to spin off into movies, TV shows and comics.

"Stan's passionate really about story and character and that never dies over time," Fisher said. "I think when he meets the younger generation, he sees their passion and their drive and he just feeds off of it."

While Hollywood can now realistically render the most eye-popping superpowers and epic battles, Lee said he doesn't see comic books fading into obscurity.

"Whether it'll be on the printed page or on an iPhone screen or an iPad ? there are so many places they can go," Lee said. "But I think with comics there's something about drawings mixed with dialogue that people enjoy. The comic book format, people enjoy that. And I think it'll be around a long time."

UFO Hovers For Hours Above Family Home In Scotland (VIDEO)

A family in Scotland was amazed to see a glowing unidentified flying object hovering in the sky in the middle of the night above their rural home -- and it stayed there for hours.

Morag Ritchie first noticed the odd, flickering and rotating lights when she woke up around 2 a.m. early Saturday.

"I saw what I thought was a bright star," Ritchie told BBC Scotland. "However, it was a sequence of flashing lights. There was also a darting light coming from the side. There was no sound, either."

Ritchie woke her family up and they all watched as a continuous moving stream of lights blinked in and out and around the strange object that reportedly remained in this location for several hours near their Fraserburgh, Aberdeenshire home.

"I just woke up all of a sudden and looked out of the window to see all these twinkling lights -- they looked like they were moving," Ritchie said, according to Yahoo News U.K.

As the unusual object just hung there silently, sometimes revealing as many as five individual lights turning on and off around its perimeter, the family captured its movements on video.

"My husband is a fisherman and he's spent many hours looking up at the night sky, so he was quite skeptical when I told him, but even he admitted it was strange," said Ritchie.

The video reveals, and Ritchie reported that, "occasionally, something shot off to the side. I kept going back to my bed but I was so unsettled that I continued waking up," according to STV Local.

The sighting lasted several hours, and by daylight, the mystery object was gone.

STV Local also reported that a Civil Aviation Authority spokesman, Richard Taylor, said, "We have no way of knowing what aircrafts were around that area at that time.

"There was a lot of activity with the northern lights -- the natural phenomenon -- wouldn't that be a more feasible explanation than an aircraft or UFO? If it was an aircraft, it would have been military," said Taylor.

Earth-sized planet too hot for non-asbestos life forms, but ...

Earth-sized planet: With a mass about 1.1 times that of Earth, it is strikingly similar in size. Could the Alpha Centauri B system hold more? Earth-sized, but habitable planets?

By Seth Borenstein,?Associated Press / October 17, 2012

This artist's concept shows the newfound alien planet Alpha Centauri Bb, found in a three-star system just 4.3 light-years from Earth.

European astronomers say that just outside our solar system they've found a planet that's the closest you can get to Earth in location and size.

It is the type of planet they've been searching for across the Milky Way galaxy and they found it circling a star right next door ? 25 trillion miles (40 trillion kilometers) away. But the Earth-like planet is so hot its surface may be like molten lava. Life cannot survive the 2,200 degree heat of the planet, so close to its star that it circles it every few days.

The astronomers who found it say it's likely there are other planets circling the same star, a little farther away where it may be cool enough for water and life. And those planets might fit the not-too-hot, not-too-cold description sometimes call the Goldilocks Zone.

RECOMMENDED: Are you scientifically literate? Take the quiz

That means that in the star system Alpha Centauri B, a just-right planet could be closer than astronomers had once imagined.

It's so close that from some southern places on Earth, you can see Alpha Centauri B in the night sky without a telescope. But it's still so far that a trip there using current technology would take tens of thousands of years.

But the wow factor of finding such a planet so close has some astronomers already talking about how to speed up a 25 trillion-mile (40 trillion-kilometer) rocket trip there. Scientists have already started pressuring NASA and the European Space Agency to come up with missions to send something out that way to get a look at least.

The research was released online Tuesday in the journal Nature. There has been a European-U.S. competition to find the nearest and most Earth-like exoplanets ? planets outside our solar system. So far scientists have found 842 of them, but think they number in the billions.

While the newly discovered planet circles Alpha Centauri B, it's part of a system of three stars: Alpha Centauri A, B and the slightly more distant Proxima Centauri. Systems with two or more stars are more common than single stars like our sun, astronomers say.

This planet has the smallest mass ? a measurement of weight that doesn't include gravity ? that has been found outside our solar system so far. With a mass of about 1.1 times the size of Earth, it is strikingly similar in size.

Stephane Udry of the Geneva Observatory, who heads the European planet-hunting team, said this means "there's a very good prospect of detecting a planet in the habitable zone that is very close to us."

And one of the European team's main competitors, Geoff Marcy of the University of California Berkeley, gushed even more about the scientific significance.

    Facebook page sends out call

Most small towns don?t have very large crowds turn out for city council and school board meetings. There are times when you can fire off a pistol and might get lucky and hit a reporter doing on the second row.

Times have changed. After The Progress noted in an Oct. 3 story the discussions at a White Hall School Board meeting, a Facebook page was established the same day with the headline ? ?Closing Redfield school on table.?

A message on the Facebook page was addressed to the Redfield community:

?There is talk about the closing of Redfield Middle School. We need to stand together and show the White Hall School District the impact it will cause!?

    Tweets and text messages followed.

It was literally standing-room-only when the White Hall School Board met Oct. 9. The overflow filled the foyer of the district?s administration building.

The pleas not to close the school were impassioned. Its role in the community is crucial Redfield residents repeatedly told the board.

Every school in the district was discussed by the board Sept. 25 during a three-hour planning session. No votes were taken.

The White Hall district operates the middle school and Hardin Elementary School on separate campuses at Redfield. Enrollment at the Redfield Middle School, a WPA era building, has fallen, and the board might be asked to consider merging its classes into White Hall Middle School sometime in the future.

Now the Redfield patrons have organized and plan a community-wide meeting the evening of Oct. 23.

They are securing minutes of a recent Arkansas Board of Education meeting. The DeWitt School Board asked permission to close the elementary school at Gillett. The state board denied the request.

Looper: 4 Films and 1 Comic Book It Totally Ripped Off

Before I begin with my five observations about the movie Looper, I?d like to make something crystal clear to all of you. I am not in the business of slagging off films to cause controversy in order to obtain readers, especially perfectly great movies. As much as I don?t think Looper deserves the title of film of the year (The Avengers was superior) it is still a great movie, especially within the lower budget almost B-Movie sci-fi genre it occupies, and I would certainly rate it 4 out of 5 stars. I also understand having spent the last three years of my life learning how to write films that there is no such thing anymore as a truly original idea. Try as you might, film storylines will undoubtedly have many comparisons to many other films, whether unintentional or not.

Side note: Stephanie Meyer the writer of the Twilight series claims she had never watched Buffy before writing the series though the two stories have many similarities ie. the protagonist?s names- Bella Swan and Buffy Summers- BS/BS? many people would call Meyer out for speaking actual BS, but with the vast amount of films, TV series and books in the world, a truly original idea simply doesn?t exist.

Though Looper suffered from being over-hyped, it is still an entirely great movie and did exactly what it intended to do. Though it may not be the best film of the year, it is the best surprise of the year- a film that had only recently been on my radar and wasn?t at all a disappointment. The following list explores the 5 main storylines Looper steals from other pieces of fiction before it. This isn?t a criticism more simply an observation, and in many of these cases I am sure Rian Johnson intentionally took inspiration from the movies on this list?

Connecticut Shelter Dog Returns Favor by Saving Baby

ABC News' Dan Harris and Natasha Singh report:

A Connecticut shelter dog is being credited with saving the life of an infant who had stopped breathing.

The dog, named Duke, alerted the baby's parents that something was amiss by jumping into their bed in the middle of the night. The dog was shaking uncontrollably.

"He's insanely obedient so this was extremely bizarre," Jenna Brousseau, speaking in an interview with WFSB-TV, said of Duke's Oct. 7 behavior.

She and her husband decided to check on their daughter, 9-week-old Harper. They found that she wasn't breathing.

"My husband called 911 and the ambulance came here and it was because of our Dukie dog, who alerted us," Brousseau of Portland, Conn., said, according to WFSB-TV. "If Duke hadn't, you know, been so scared, then we would have just gone to sleep."

Doctors aren't sure what caused Harper to stop breathing, but have said it could possibly have been because of acid reflux.

The Brousseaus adopted Duke from a shelter six years ago.

"He's the perfect dog," Brousseau said. "He was meant to be ours, and meant to be hers."

Harper is apparently doing well now.

THE CALM BEFORE THE STORM - The Day Trading Academy

The calm before the storm can explain a lot. ?There is always a reasoning behind everything that happens, every action has a reaction, every cause has an effect.? I have been thinking about the record low volume & volatility that we saw in August & September and I have finally come up with a reason of why this is happening.

It isn?t unusual to see low volume in the summer months as the big wigs at CNBC and other big traders take vacations with their kids in the Hamptons.? To have record low volume that we haven?t seen since 2006 and 2007 for no reason at all is safe to say, not normal.

There is some reasoning into expecting lower volumes than normal based on the series of events that have occurred during the last 10 to 12 years.

    • There are have been two economic collapses (2001 & 2008)
      • One being so sever its known as the ?Great Recession? (2008)
    • Two massive brokerage failures (MFGlobal & PFGBest)
    • Ponzi Schemes (Bernard Madoff is 2nd largest in history)

Those series of events didn?t hurt volume until the summer of this year (2012).? You wouldn?t expect with so much money being lost for the spike in volatility & volume to occur at the end of last year.? You can check out my recaps from October of 2011 where I was averaging 10-20 points with our Congressive Day Trading System.

The fact is, people are broke and investors aren?t too far behind

If people and their retirement?s weren?t wiped out in 2001, they were wiped out in 2008.? Who ever thought that we would have to worry about our investments in brokerage firms?? Its reported that the majority of people that were invested with MFGlobal will get their funds back but the same can?t be said with PFGBest.? Nothing like $200 million missing from an account to get you wondering where your money is.

    calm before the storm

calm before the storm? A storm coming in Medellin, Colombia

It isn?t only just the bankruptcies of these companies, it?s also the ripples that it sends across the industry.? If there is one thing that I have learned about day trading for close to 10 years, it?s that the market is based on emotion.

People don?t feel confident about investing & trading anymore

If people don?t have the money & don?t feel confident investing, that adds to the problem of having record low volume in the markets.

One possible explanation? The calm before the storm.

Jim Rogers, a famed investor that has seen incredible returns over the years, has stated that there has been a recession every 4 years since the beginning of the republic. I?ve gone and taken a look at the data and it is quite true, meaning that the next recession will hit in 2013 or 2014.

    danger ahead

Nature has a way of preparing for such events by having what most people call ?the calm before the storm?.? I remember when I was living in Florida years ago, anytime before a hurricane would hit there would be an eerie calm. ?This is the calm before the storm.

We are far from calm with so many issues in Europe, elections occurring in many countries across the world that may affect day trading, and the fact that we have never truly recovered from the last recession.? The only thing holding the market up are the continuous quantitative easing efforts which has created a false recovery, it has also held back the frenzy which is set to occur very soon.

Many people don?t realize the storm that is coming in 2013 & 2014.? One thing that I am very happy about is that same storm will bring in enough volume & volatility to make the 2001 & 2008 crises look like Austin Power?s mini-me.

So thankful I have a profession that can make money in any kind of market including a recession, with things set to get worse you should consider a profession that allows you to make money in uncertain times as well.

We check out the hottest tickets at the 56th BFI London Film Festiva

By Matthew Rodgers Created: October 13, 2012 Last Updated: October 14, 2012

Bill Murray stars in ‘Hyde Park on Hudson', a Gala screening at this year’s London Film Festival. (56th BFI London Film Festival)

Bill Murray stars in ?Hyde Park on Hudson', a Gala screening at this year?s London Film Festival. (56th BFI London Film Festival)

With Sandra Hebron?s successful tenure as chair of the increasingly relevant BFI London Film Festival coming to a successful conclusion in 2011, the 56th gathering has been given something of a reboot by incoming festival director Clare Stewart.

    \>");

Gone are the majority of formal film categories that framed your choices, instead replaced by a selection of refreshingly abstract mood headings: Love, Debate, Dare, Laugh, Thrill, Cult, and Journey. An appropriate reflection of the variety sure to be on show, a few of which we?ve earmarked as potential headliners.

Launching proceedings as the Opening Night Gala is Tim Burton?s?Frankenweenie, a return to the gothic canvas on which he has painted some of his best and most personal fairytales. It?s a stop-motion delight to rival much of the Pixar output, an ode to the movies that is imbued with so much love, care, and attention noticeably lacking in the director?s most recent output (Dark Shadows), which makes it the perfect choice to kick off the festival.

Going into the first weekend, and featuring in the Official Competition category,?De Rouille et D?os?(Rust and Bone) is an emotional wallop from?A Prophet?director Jacques Audiard. There are two stripped-back performances from a never-better Marion Cotillard, as an Orca trainer who suffers a life-changing accident, and breakout star, Matthias Schoenaerts, a bare knuckle fighter struggling to cope with his societal responsibilities. Both are tremendous as damaged souls forging a rehabilitating friendship, and it could well feature one of the scenes of the year ? Katy Perry is all we?re saying.

It could well feature one of the scenes of the year ?

One that could have easily fallen into both the Cult and Laugh categories is Ben Wheatley?s follow-up to the critically adored (aside from this reviewer)?Kill List. Early buzz on?Sightseers?is stellar, and there?s no denying that Wheatley has an incredibly distinctive talent, so this tale of a holidaying couple who argue, split-up, and then get back together, against a backdrop of bloodshed and laughs, could well be a stand-out.

Of the many documentaries playing at the festival, Amy Berg?s?West of Memphis?demands immediate attention. If you?ve seen any of the?Paradise Lost?documentaries then they?ll act as a precursor to this update/compendium on the case of three West Memphis teenage boys, charged with the murders of three 8-year-olds in 1994. Wrongly convicted amid a sea of morally corrupt political motivation and fudged police interrogations, the boys, one of whom sits on Death Row, have suffered nearly two decades of incarceration. Partly funded by Peter Jackson and Fran Walsh, this chronicles the fight to free them, and thanks to new evidence, helps point the accusatory finger towards more likely suspects. A film that will anger and move you in equal measure.

Mike Newell’s adaptation of ‘Great Expectations’ also screens. (56th BFI London Film Festival)

Mike Newell?s adaptation of ?Great Expectations? also screens. (56th BFI London Film Festival)

Ben Affleck looks set to make it three-for-three with potential Oscar-botherer?Argo. Directed by the reformed ?Benifer? sufferer, it?s the true story of CIA agent Tony Mendez, who concocted a plan to extract six Americans from an embassy overthrown by revolutionaries in Tehran. What?s so special about that, you ask? Well, how about the elaborate lengths they went to masquerade as a film crew making an on-location sci-fi film. It?s testament to Affleck?s growing reputation that he?s enlisted a heavyweight cast ? Bryan Cranston, Alan Arkin, and John Goodman ? to make this one of the hottest tickets of the entire fortnight.

Also looking to cement a burgeoning career is Martin McDonagh, whose follow-up to the hilarious? In Bruges, Seven Psychopaths, is another tale of bad people doing stupid things in dangerous situations. McDonagh could wring another career-best performance from Colin Farrell as a booze-hound screenwriter who winds up entangled in the LA underworld when his questionable best friend (Sam Rockwell) kidnaps local gang boss?s (Woody Harrelson) pet Shih Tzu. If the trailer is anything to go by, then this is profanity laden hilarity with more smarts than the characters it?s depicting.

Debuting at the festival is one feature that has been gathering considerable buzz, winning the Sundance Grand Jury Prize and the Cannes Camera d?Or:?Beasts of the Southern Wild. Benh Zeitlin?s debut feature is the fantasy tinged story of a bathtub dwelling 6-year-old named Hushpuppy, isolated from civilisation, dealing with an impoverished lifestyle head-on, and facing up to the threat of rising water levels that bring with them prehistoric beasts, birthed from the melting polar ice caps. It sounds like?Where the Wild Things Are?without the alienating existentialism, and promises a captivating range of performances from its untrained cast.

If you walk to the beat of a drum then get a front row seat to?Beware of Mr Baker. Jay Bulger?s warts ?n? all documentary charts the career of one of music?s most influential pedal pushers, and begins with the film-maker receiving a stick to the nose from his subject, Ginger Baker?one-time drummer for Cream, full-time curmudgeon, and part-time African based polo player. This is an educational eye-opener for the ill-informed, and a nostalgic look at a hedonistic talent for others. Creatively constructed using a combination of animation, talking heads, and unrestricted access to Baker, this may not be groundbreaking but it?s as narratively engrossing as any other film on display this fortnight.

All this and we?ve not even mentioned Michael Haneke?s Palme d?Or winning Amour, Roger Michell?s (Notting Hill) Bill Murray starring?Hyde Park on Hudson, the in-your-face brutality of the Jake Gyllenhaal cop-thriller?End of Watch, the titular self referential potential of Mike Newell?s adaptation of?Great Expectations, and the hottest ticket in town,?The Surprise Film, which much like the festival in its entirety is a bit of a gamble.

There is so much diversity on offer that you never really know what you?re going to get; we just hope this may have pointed you in the right direction. Get thee to the box office.

San Diego Education Report Blog: Anti-SLAPP motion wins: Court of ...

See my earlier post about Darren Chaker.

See Court of Appeal decision in Chaker v. Mateo.

Panel Says Online Comments by Mother, Grandmother of Plaintiff?s Child Were Opinions
Defamation Suit Over ?Deadbeat Dad? Reference Held SLAPP
    By KENNETH OFGANG
    Metropolitan News-Enterprise
    October 5, 2012

Two women who referred to a San Diego man, in an online posting, as a ?criminal and a deadbeat dad? who ?may be taking steroids? were expressing protected opinions and cannot be liable for defamation, the Fourth District Court of Appeal ruled yesterday. Div. One affirmed a San Diego Superior Court judge?s ruling that the suit by Darren D. Chaker against Wendy and Nicole Mateo was a strategic lawsuit against public participation. The justices agreed with Judge Timothy Taylor that the suit arose from speech on a public issue, and that the action is barred by the First Amendment.

The evidence, Justice Patricia Benke explained, showed that Nicole Mateo became pregnant during a brief relationship with Chaker, resulting in contentious paternity and child support litigation in Mateo?s home state of Texas. In 2010, comments about Chaker and his forensics business, including claims that he was involved in fraud and prostitution, as well as the deadbeat dad and steroid references, began showing up in the comments sections of websites such as Topix, where he had posted a profile, and the Ripoff Report.

    Anti-SLAPP Motion

Chaker attributed some of those statements to Nicole Mateo and her mother Wendy Mateo, and sued both of them, as well as others. Wendy Mateo brought an anti-SLAPP motion, which the judge granted.

Benke, like the trial judge, rejected Chaker?s argument that the allegedly defamatory statements related to a purely private dispute, thus falling outside the scope of the statute. The justice cited Wilbanks v. Wolk (2004) 121 Cal.App.4th 883, which held that the Internet is a public forum, as well as cases holding that public statements about private conduct?such as criticism of the treatment of young athletes by their coaches? may be matters of public interest for purposes of Code of Civil Procedure Sec. 425.16.

?Like the court in Wilbanks, we view the Internet as an electronic bulletin board open to literally billions of people all over the world,? the jurist wrote. ?...The Internet is a classic public forum which permits an exchange of views in public about everything from the great issues of war, peace, and economic development to the relative quality of the chicken pot pies served at competing family restaurants in a single small neighborhood.?

    She went on to say:

?The statements posted to the ?Ripoff Report? Web site about Chaker?s character and business practices plainly fall within in the rubric of consumer information about Chaker?s ?Counterforensics? business and were intended to serve as a warning to consumers about his trustworthiness.?

By posting his profile on Topix, she added, Chaker ?made his character a matter of public interest as the term has been interpreted.?

Because the comments deal with a matter of public interest, Benke wrote, the burden shifted to Chaker to show that he was likely to prevail. But because the First Amendment protects opinion, she said, he could not make such a showing.

    Opinion, Not Fact

Citing a number of recent cases holding similar online comments to be opinion, rather than assertions of fact, the justice said the statements challenged by Chaker had to be understood in the context of the litigation between him and Nicole Mateo, particularly since they ?were made on Internet Web sites which plainly invited the sort of exaggerated and insulting criticisms of businesses and individuals which occurred here.?

Attacking Chaker as ?dishonest and scary,? the justice said, ?is on its face nothing more than a negative, but nonactionable opinion.

A different result might have been reached, Benke suggested, if, instead of mere generalized attacks on the plaintiff?s character, the defendants made allegations of specific wrongdoing at specified times and places.

The reference to Chaker as a ?criminal,? the justice added, was arguably defamatory, but is nonactionable because Chaker was convicted of a crime, although the conviction was expunged.

The case is Chaker v. Mateo, D058753

FSA to have last word in retail bank reform

LONDON (Reuters) - The main financial regulator will decide what activities the country's retail banks are able to carry out under a new reform aimed at shielding taxpayers from having to bail out the industry again.

The draft Banking Reform Bill issued on Friday includes the requirement for banks to separate their domestic retail business form other bank operations, but it said it will leave much of the detail on the scope of this so-called ring-fencing to secondary legislation.

That effectively allows the successor to the current Financial Services Authority to decide what banking activities can be undertaken within the UK retail banking operations. There remains uncertainty on what the ring-fenced business can and cannot offer, such as providing derivatives services to customers.

The reform bill, which also gives savers higher priority in the event lenders hit trouble, is aimed at implementing many proposals made by an independent committee earlier this year. Legislation will be enacted by 2015 and reforms in place by 2019, the government said.

"The draft Bill appears to leave a lot of detail to be determined in secondary legislation. We will press vigorously to find out what that is going to contain," said Andrew Tyrie, the chairman of a Commission on Banking Standards that will study the proposals.

The government said the regulator is best placed to oversee, monitor and update rules and "respond flexibly" as banking practices evolve.

Tyrie's Commission will report by December 18, and a bill will be introduced in Parliament early next year.

Britain, which used to pride itself on its light-touch regulation, is pushing harder on reforms than many countries after being one of the nations hardest hit by the 2008 financial crisis, but has said it is keen for consistency across Europe.

It said the UK ring-fencing model was compatible with proposals put forward this month by an EU advisory group that wants banks to separate their trading activities from retail deposit-taking.

A report by the Independent Commission on Banking, chaired by Oxford University academic John Vickers, formed the basis for Britain's reforms, although some of the ICB's proposals will come into force through European or global regulations so are not included in the Reform Bill.

The proposals included in the Reform Bill would cost the industry between 2 billion and 5 billion pounds a year, the government estimated.

There will also be a one-off transitional cost of between 1.5 billion and 2.5 billion pounds and the reforms are likely to reduce the value of the government's stakes in Royal Bank of Scotland and Lloyds by up to 5 billion pounds, it estimated.

But the government said the cost was worth it.

"The benefits of the preferred option will accrue from increased financial stability," it said.

(AP) ? The interception of a Syrian passenger plane from Russia, allegedly carrying military gear to Damascus, is a sign of Turkey's mounting frustration at the drawn-out conflict and its inability to hasten regime change in its neighbor, according to analysts.

Recent cross-border shelling from Syria that killed five Turkish civilians near the countries' 910-kilometer (566-mile) common frontier may have forced Turkey to act, but its options were limited.

"There's nothing magical about the timing. It's a coincidence resulting from the build-up of frustration in Ankara," said Fadi Hakura, a Turkey analyst at the Chatham House think tank in London. "Turkey wants to hasten the demise of the Assad regime in Damascus, but really its hands are tied."

Turkish Prime Minister Recep Tayyip Erdogan has been at the forefront of international efforts to put pressure on the Assad regime and end its 19-month crackdown on the opposition. Last year, Ankara began allowing members of the rebel Free Syrian Army to operate in Turkey and now Syria's civil war has reached a stalemate.

"Given the current international impasse over the conflict in Syria, practical measures such as the interception of aircraft will become increasingly important for states seeking to restrict Syrian government forces' access to military-related goods from external sources," said Edin Omanovic, a researcher with the Stockholm International Peace Research Institute.

Turkish fighter jets on Wednesday intercepted the Syrian Air plane they said was carrying Russian ammunition and military equipment destined for the Syrian Defense Ministry. Syria branded the incident piracy and Russia said the action endangered the lives of Russian citizens aboard the aircraft.

Russia has been one of Syria's main weapons suppliers, and it has also been shielding the regime of Syrian President Bashar Assad from U.N. sanctions.

Mehmet Yegin, an analyst with the Ankara-based International Strategic Research Organization, said that it was not yet clear whether the decision to force down the Moscow to Damascus plane was part of a larger drive to change the dynamic of the war.

"If it is acting with its allies, it's a clear message to Russia to get out of the picture and stop arming Syria," he added. "It is such a bold move, that one wonders if Turkey acted alone."

U.S. State Department spokeswoman Victoria Nuland declined Thursday to comment on Turkish media reports that the intelligence on the plane's contents had come from the United States.

But she told reporters that Washington backed Turkey's decision to intercept the plane.

"Any transfer of any military equipment to the Syrian regime at this time is very concerning, and we look forward to hearing more from the Turkish side when they get to the bottom of what they found," said Nuland.

The exact contents of the cargo are still unclear: Turkey's prime minister described it as "ammunition," while Yeni Safak, a newspaper close to the Turkish government, reported Friday that the cargo contained 12 pieces of missile parts and "trigger devices" and that intelligence received was that it could be used by Syria against Turkey.

Russian Foreign Minister Sergey Lavrov said late Friday that the plane was carrying radar parts for Syria, that the shipment complied with international law and that there was no weapon on board.

Lavrov said, however, that the cargo, consisting of "electric equipment for radars," was of dual purpose and could have civilian and military applications. The Russian company that sent it demands its return, he said.

Earlier, the respected Russian daily Kommersant quoted an unidentified source saying there were 12 boxes of spare parts for radars of the Syrian missile defense units.

"If the Kommersant report is right, you could speculate about this being part of a build-up to imposing a no-fly zone," said Hugh Pope, who leads the Turkey program for the International Crisis Group.

Such a move could be the first step toward lending Syria's rebels the same kind of international air support that helped bring down Libya's Muammar Gadhafi last year.

But most analysts see no push ? either in Turkey or among its Western allies ? for outside military involvement in Syria.

Fyodor Lukyanov, editor-in-chief of Russia in Global Affairs, said the incident also wasn't about sending any messages to Russia in particular, because Russia's stance on Syria is already clear and isn't likely to change.

Lukyanov said the plane incident showed that Turkey is "getting really nervous" with hostilities raging near its border. "Turkey is trying to demonstrate how tough and capable it is."

Meanwhile, Russia's and Turkey's growing business ties could suffer, he said.

If Turkey keeps on getting involved in Syria, "the political situation in Syria will have an increasing influence on other areas of their (Russian-Turkish) relations," said Lukyanov. "No one wants to heat this up, but sometimes things get out of hand."

Rick Springfield leads singalong on NYC subway

    By Courtney Hazlett, TODAY

When celebrities are spotted on subways, they're usually just going from point A to point B as quietly as possible. The opposite was the case recently with singer and former "General Hospital" heartthrob Rick Springfield.

The man behind "Jessie's Girl" belted that hit and more?from some of the city's finest subway platforms for crowds of surprised -- and vocal -- fans. (Check out more videos over at Gothamist.)

Although the sing-alongs appear to be impromptu, they were somewhat planned. Springfield was promoting his new album, "Songs for the End of the World," which was released earlier this week.

The 63-year-old rocker/actor also has a documentary about his fans, "An Affair of the Heart," playing in New York from Oct. 10-16. Check out the trailer below.
